  2. Ask for the existing booking sheet, recorded release date and time, release or disposition code, destination entry, and booking photograph.
  3. State the Kentucky-residency basis if required under KRS 61.872 and give a delivery address.
  4. Ask for an electronic copy if the record already exists electronically. Do not ask the agency to compile a new list.
  5. Keep the written response. Under KRS 61.880, the agency must respond within five business days and explain a denial or delay.

For noncommercial copies, Kentucky law limits charges to actual reproduction cost and excludes staff time. The Attorney General guide generally treats ten cents per paper page as reasonable. No Harrison-specific retention period was found, so request an older record promptly and accept that an approved schedule, sealing, juvenile rules, or expungement may limit production.


Kentucky Law on Harrison Release Records

KRS 61.872 gives Kentucky residents access to public records subject to statutory exceptions. A custodian may require a signed request that describes the records and explains residency. KRS 61.880 requires the five-business-day response and a reasoned citation when access is denied.

The Open Records Act controls access, not retention. Public status does not require Harrison County to keep a permanent online release list.

If a disagreement remains, Kentucky law allows an open-records appeal to the Attorney General and later review in circuit court.

The office matters as much as the wording. The Jailer should not be asked to produce a court judgment that belongs with the Circuit Clerk, and the Sheriff should not automatically receive a request for a jail exit transaction. For KDOC records, use the corrections open-records channel and provide a full name plus date of birth or offender number. For a Parole Board decision, identify the offender, DOC number, and hearing date when known.


Three Harrison Offices Hold Different Records

Harrison County splits custody, transport, and court proof among distinct officials. Send jail booking, release, destination, and booking-photo requests to the Jailer. Send requests for sheriff-created incident or arrest reports to Sheriff Christy Barnes. Ask Circuit Court Clerk Rachel H. Northcutt for the case docket, bond order, disposition, judgment, or sentence.

The Clerk works at the Harrison County Justice Center, 115 Court Street, not at the jail. A court order establishes legal authority; the jail transaction supplies the physical exit time. Matching both prevents a bond order from being reported as though it were the moment someone walked out.


Cash Bond and Harrison County Release

The Harrison court page says cash is required for bond. That local rule matters to the legal release process, but payment alone does not prove a completed exit. Processing can take time, and a second charge, warrant, detainer, or receiving agency may still control the person.

Does a paid bond prove release?

No. Use the court record to confirm the bond authority and the Jailer’s release transaction to confirm the recorded exit time and destination.


Find a Released Harrison County Inmate

Begin with the last confirmed custodian and follow the recorded event. A current roster is useful for a person who remains detained, but it is a poor archive after release. KDOC says KOOL generally updates daily and warns that information less than 120 days old may not yet be finalized. Treat it as the state trail, then request official KDOC material when the exact date or legal status matters.


Harrison Transfers Can Look Like Release

The Harrison Sheriff prisoner-transport page states that the Sheriff transports every prisoner remanded to the Kentucky Department of Corrections. That local practice makes a disappearing jail name especially ambiguous. The person may have left the county building while remaining incarcerated.

Ask for the destination entry first. If it names KDOC or says remanded, continue in KOOL and compare the DOC record with the Harrison case. If it names another county or federal authority, contact the receiving system. Only an exit code such as bond, time served, sentence completion, or court release, considered with all holds, supports a community-release conclusion.


Harrison County VINE and Supervision Checks

Kentucky VINE operates statewide and can show location while a person is held or a release date after the person is no longer held. Search VINELink by partial name or jail/DOC ID, select Kentucky, compare identifiers, and inspect both a local-jail record and a DOC record when both exist. VINE can also send phone or email alerts.

VINE is not certified proof and agency data can lag. KDOC disclosed false release alerts during a February 2026 vendor incident. After an alert, contact the Harrison Jailer for county custody or KDOC for state custody.

KOOL may show parole, probation, or Mandatory Reentry Supervision. Harrison has a KDOC District 14 satellite office at 930 U.S. Highway 27 South, Suite 9, Cynthiana, telephone 859-234-2952. Supervision means the person is in the community under state authority; it is not the same as final discharge.

Federal and Immigration Release Paths

The BOP Inmate Locator generally covers federal inmates from 1982 forward. It can display a release date and a status such as “Released” or “Not in BOP Custody.” That status ends the BOP custody question, not necessarily all custody or federal supervised release. BOP also warns that First Step Act recalculations can affect dates.

ICE’s Online Detainee Locator covers current ICE custody and some people released within the last 60 days. Search with an A-number and country of birth, or exact name, country, and date of birth. People under 18 are not shown. A Harrison jail transfer to ICE is not a community release, so pair ODLS with the Harrison destination entry. The U.S. Marshals Service has no public released-prisoner locator; use the federal court record and BOP route as the case requires.


ID and Reentry After Harrison Release

KDOC published a Harrison-specific resource sheet in 2018 that maps identity-document and legal-help needs after release. It is useful as a subject guide, but its contacts are old and must be rechecked. The current 2024 District 14 resource manual is the better starting point for present navigation.

That current manual identifies the Harrison County Attorney, the Cynthiana public-defender trial office, and Legal Aid of the Bluegrass. Harrison Court Records After Release

Kentucky CourtNet covers all 120 counties and can lead to a Harrison case after a jail name disappears. The public docket may show charges, amendments, bond, disposition, judgment, and sentence. Official copies come from the clerk in the county where the matter was handled. Older Harrison files may be stored offsite, and the Clerk can provide a locator number when one exists.

Some old files may have been destroyed under an approved retention schedule.
